T&B Planning is led by proven leaders in the fields of land use planning, entitlement, environmental compliance, and land development. The executive team takes a hands-on approach to project management, strategy, and oversight by providing a high level of responsive services to our public- and private-sector clients.
Tracy is an owner/partner and serves as the firm’s President and CEO. She has 31+ years of experience and is an expert in land use planning and CEQA compliance, with an emphasis on supply chain projects, master-planned communities, and compatible community context. She holds a B.S. degree in Urban and Regional Planning, is certified by the American Institute of Certified Planners (AICP) and is a member of the California Association of Environmental Professionals (AEP), American Planning Association (APA) and the Commercial Real Estate Development Association (NAIOP), Inland Empire Chapter Board of Directors.
Nicole is an owner/partner, serves as the firm’s COO, and has 24+ years of experience managing environmental compliance projects for public and private sector clients. Her background as an attorney and environmental compliance planner make her an expert in legal strategy for CEQA and NEPA documents. She reviews documents and associated technical reports for compliance with CEQA and numerous other regulatory requirements. Nicole has a Juris Doctorate, Concentration in Business School, and a B.S. degree in Applied Ecology, and is a member of the California Association of Environmental Professionals (AEP).
Joel is a Senior Principal and a former owner/partner of the firm. He is an expert in land use planning and entitlements and has 27+ years of experience in the preparation of specific plans, master plans, design guidelines, general plan amendments, planned unit developments, zoning ordinances, and other land use entitlements for projects in Southern California. A native of Long Island, New York, Joel holds a B.S. degree in Geography and Environmental Studies from the State University of New York at Buffalo, and is a member of the Building Industry Association (BIA) of Southern California, Riverside Chapter.
Tina brings 32+ years of experience to her work in the preparation and management of environmental compliance documents pursuant to CEQA. She manages the CEQA compliance process for various public and private sector clients throughout Southern California and has an understanding of the technical issues critical to the completion of legally adequate documents. Tina holds a B.A. in Social Ecology and is a member of the California Association of Environmental Professionals (AEP), Urban Land Institute (ULI), and Women’s Leadership Initiative of ULI’s Orange County/Inland Empire Chapter.
Directors and managers take charge of research, analysis, document and illustration production, presentations, and expediting. The management team has decades of experience and offers a diverse range of education, professional specialties, and experience.
Connie has 22+ years of experience in the land use entitlement and environmental compliance fields. She manages projects requiring CEQA compliance for supply chain, industrial, commercial, energy, and residential land uses. Connie also has experience preparing Real Property Master Plans for military installations throughout the U.S. and Germany and holds a B.S. degree in Land Use. As Director of New Business, she spearheads acquisition of new clients and new projects for which the Company’s nationally certified WBE-WBENC designation is an asset to contracts requiring participation by a woman-owned business.
Tina has 19+ years of Southern California experience in real estate development and leads the firm’s staff of development services professionals to advance projects into a construction-ready state. She focuses on diligence analysis, acquisitions, land use entitlements, post entitlement permits and approvals, and infrastructure and utility agency clearances. She also works on dispositions, leasing, budgeting, and project and asset management. Tina holds a B.A. degree in Communications and is a member of the International Council of Shopping Centers (ICSC).
Jerrica has 21+ years of experience in CEQA compliance and land development entitlements and serves as the lead author and supervisor of CEQA compliance documents. She focuses on industrial, residential, mixed‐use, resource extraction, and public facility project types. Jerrica holds a B.S. degree in Natural Resources Planning and a M.S. degree in Urban and Regional Planning, is certified by the American Institute of Certified Planners (AICP), and is a member of the Association of Environmental Professionals (AEP), American Planning Association (APA), and the Building Industry Association (BIA), San Diego Chapter.
David has 18+ years of CEQA compliance experience and focuses on industrial, warehouse, manufacturing, parcel-delivery, and residential infill projects, with a special expertise in projects that are part of the goods-movement/supply chain sector. He also works on land entitlement projects and has expert skill in ensuring that development project conditions of approval are aligned with environmental compliance regulations and CEQA mitigation measures. David holds a B.A. degree in Urban Studies and Planning.
Emilie prepares and manages CEQA documents for residential, industrial, commercial, and institutional projects. She also is an experienced development services manager, assisting clients with entitlements and post-entitlement approvals. She is a member of the Association of Environmental Professionals (AEP) and the Building Industry Association (BIA) Young Leaders Council ((Y|Gen Council).
Lance works on key planning projects with a focus on master-planned development. He is responsible for preparing planning and entitlement documents, including Specific Plans, General Plan Amendments, Zoning Ordinances, Development Plans, Design Guidelines, and entitlement applications. Lance is on the Board of Directors of the Building Industry Association Riverside County Chapter.
Amy has 20+ years of experience in various aspects of land use planning, environmental analysis, and project management. She leads CEQA document preparation for public agencies and private project applicants, masterfully coordinating with a diverse team of experts.
