T&B Planning shows staying power in the preparation and implementation of the Central Village Specific Plan (CVSP) in the Otay Mesa community of the City of San Diego. The CVSP is a 229.2-acre mixed-use planned development in the southern portion of the City, just ½-mile north of the U.S./Mexico border. Its approval allows for the development of up to 4,485 multi-family homes, 139,700 square feet of commercial development, four parks, and one centrally located school site. In addition to preparing the Specific Plan, T&B Planning prepared an Addendum to the Otay Mesa Community Plan Update EIR as the project’s CEQA compliance document and prepared the Climate Action Plan (CAP) compliance analysis.  T&B Planning’s San Diego office is currently managing entitlements and various components of construction-ready permitting.  Several of the residential communities have completed construction and others are currently under construction.
